Hm interesting example Babieca. But we can polemise about it. Marijuana is legal in Netherlands yea but it's easy kind of drug. Also It's natural based. Now what about another "harder" kinds of drugs ? Drugs those aren't natural based but it's pute chemistry ? These kinds of drugs are also prohibited there as well as all over the world.

So the question now is: What kind of drug is cardamine? lol  :D

Doesn't matter. It's legal. Are you going to start taking law into your own hands and killing people who are doing things legally in their own system? Dacia can blockade the Jumphole, so that no Cardy leaves the system, but they have no right to interfere in LEGAL trade within the system. I get your point Berserker, but no matter if it is hard or soft, the question is that is that you are not going to kill or arrest people of other country (system in this case) in their own country because your laws are against that drug. It is what international laws protect, the right of peoples to choice their destiny.

About Zyraxes said OA is a system ruled by criminals....... who is the criminal now?

Anyway it is a RP discussion so please take all I say just as a RP question, trying to involve players in the game
