Rules for the Bounty Hunt

I was in Dyson Sphere today, doing the nomad thing (shooting all things non-Eclipse), when a certain player with a bounty on his head appeared on the radar. I engaged him in a pvp which lasted quite a while. During the pvp, he regened about 6 times. Finally, I managed to kill him.

So the question: Is the player with a bounty on his head allowed to regen? I realize that regening per se isn't against the rules. I don't have a problem with that. However, I think that once you put a bounty on your own head in the hopes of making some cash, you should forfeit your rights to regen. This is just my opinion.

I should mention, to the player's great credit, he was within 20 km of a dockable base. Most folks don't bother with that little detail. Despite the console warning.
