If he gets "funny" about this - then find another route. If he stalks you there is one simple solution - and Kittenpaw will know this.
Dont return fire. Dont run. If he kills you more than five times (or even less if you already asked him to stop) it is considered harrasment and he will be suitably punished.
However - the R tags are to be avoided at all times. They will KOS - its their job and if you dont engage or talk to them they wont know that you are not playing along with the RP. Trading and exploring around here above level 20 does not preclude you from being killed - frequently. So you loose some gear and a bit of cash for some hard work you had getting from A to B? Hey that has happened to us all - now you already stated that you have 40 Million in the bank so you should be able to recuperate those losses without too much of a problem then surely?
I'd rather you didnt leave and at least stuck with it for a bit - however remember that this is primarily a Shooter Server with a little bit of RP thrown in for good measure - its not Discovery, Shattered Worlds, BSG or any of the others and in that respect we are a very unique Freelancer Server. Its also a very big place that you can get lost in - believe me Kittenpaw is not on 24hrs a day and he will soon get tired of chasing you if there is no "fight" in it for him - but he wont know that unless you challenge his behaviour - in the nicest possible way, cos he is after all, just doing his "job".
Sorry that you dont feel that this is somewhere you can settle - I agree its not for everyone. Take some time out and think about it.

Same here. You're an alright guy - regarding the elitist comment, maybe you're right, but in a game/server like this you'll always get that core of the strongest players who tend to shape the game a lot and have a lot of influence in the community.
I do think you're taking some things the wrong way though. If you feel you're being excessively targeted - why not find a group to fly with for mutual protection? Maybe even try people that do the shooting. You never know, seeing both sides of the fence might widen your horizons a bit and reduce the bitterness when you get caught out again when you don't really want to be.
Well, I Was in my fighter, my best fighter actually. I use it for exploration. My problem with pvp is choppiness. I try real hard and I've been told I'm a good gunner, I am just always shooting behind the target, on my screen I'm leading. I have constant ping at 170ms so lag is a factor in pvp, and why I tend to just hang out and explore the systems. My grief here is attacking a player when he is already engaged in an NPC fight against 3 other foes without any warning or provocation. I'm fighting outcasts and suddenly I get blown away by this guy out of nowhere. I understand the [R] mentality... shoot everything.. but if it means throwing sportsmanship out the window then I'll make an [R] character and jump in on any fight I see and interrupt pvp and pve all day long too. I bet people will complain as well. I did have an escort, a friend of mine in the REAVERS (who was a friend long before he joined them.) He didn't even notice the guy come in and vaporize me and I believe he got nailed as well because he was trying to help me with the Outcasts we got as soon as we jumped into Alexandria. There were about 5 in the NPC squad if I remember and, like all NPC squads, are actually tough to deal with as they have similar loadouts to pvp players and no qualms about ganging. (and the Order NPC's are cheaters, btw... they have 2 sunslayer torps :-< glad they are horrid pilots) I can't tell you how many times I jumped into a system and been blown away by an NPC squad before I even gained control of my ship after the jump. To have that, and get jumped by a player while low on health (I had to regen several times vs. the outcasts) AND have him follow me to the system I respawned at (he musta made a b-line because Unknown 1 is kinda far from Alex and he was there within two minutes) tells me he was going to lock me into the Osiris, killing me every time I leave dock. I know the rogue mentality... they are all shallow players that get satisfaction out of annoyance of other players. They all drone the same mantra... even when you say... "ok, you win, I can't beat you, can I go about my business now?" They respond with "Rogues never give up... prepare to die again and again until you leave." Well since they follow you I assume they don't mean the system, so they must mean the server... mission accomplished.
And to those guys in "Fractions" They, as rogues go, are pretty good sports, though their tags are annoying, and the pair of them tend to create a situation where you get ganged because firing on one and picking a fight with one will get the other on you too as it's hard to tell them apart if you switch targets accidentally. Otherwise they are the only ones I have seen that actually give players a fair shake and compliment where it is due.
Anyways, I've said my peace... there's alot of rules on this server, but very few regarding the real-game situations revolving around sportsmanship, and the [R] players tend not to even follow the ones that are there.
I would suggest a few rules, fallen on deaf ears I'm sure..
1) Do not attack a player who is engaged in an NPC battle, or until they have had the opportunity to dock after one.
2) Players who kill another player may not attack that player again for a half hour unless duel pvp is agreed, or attacked by that player again.
3) Players who kill another player may not go to the system they respawn at with the intent of killing them again. In cases where it is the same system, refer to rule 2.
4) Players may not kill a player who is docking and would otherwise have lost control of thier ship during that docking, trade lanes can be cancelled and do not count.
5) Players transporting equipment that is only available once per character (IE from wrecks) shoudl not be attacked until that equipment has been mounted or transferred.
The reason for number 5 is because of the restriction on only being able to glean some equipment once per character. Rule 5 could be ignored if the wrecks were made farmable after a set amount of time, even allowing players to get the gear only once per week. At least it wouldn't be lost forever, or have to be purchased from others at extreme expense.
These are only suggestions to govern fair play, and I'm never upset when a Rogue nails me cruising around alone. I get upset when I'm already fighting and get "ship jacked" effectively, or when I get followed around Sirius to get blown away over and over. Worse is when I am in my battleship, which I use for only temporary storage now, and the [R] fires on me as I am switching characters... I get the f1 penalty and lose my equipment because they wanted to be mean. There should be a "Bank" ship that is immortal and does not suffer a penalty for logging when fired upon. The tradeoff is it would be weaponless. There's too much cool stuff worth saving that you find along the way to not have an item storage system of some kind that is impervious to pvp brutality.

I don't want to be the guy on the server that pops off a report everytime someone does something that "I" think is unjust or unfair. That leaves me vulnerable to further harassment, and the cry wolf scenario. "I" may think its wrong, when its not. Hence why I have never reported anyone officially, don't take movies, don't take screenshots, don't whine for very long about it. It's just getting tiring, m8, wanting to explore the void, and not able to. I would have done it in single player but the mod is designed to dump you into a prison system in single player, so no way to enjoy the design work offline and go online to pvp. I could deconstruct the mod and do that, but then I could never come back here again ever... and that's not what I want. Servers change over time, rules do too. Maybey when the server gains a little better stance on fair play and has a better player base it'll be alright. I think part of the problem is all the warnings and splash screens telling about [R] and [X] players that say they will kill you on sight, regardless. New players come in and think it's a liscence to kill with no regard for any sportsmanship, or the enjoyment of the game for other players. They are taught that they don't have to have respect for other players, and coming in you assume this is a RP server where they are expected to come in guns blasting. Experienced players may just want the breathing room the tag implies, allowing them to come in and be a dirtbag to people they don't like. I have a feeling I know who these players that seem to single me out are, and they are seeking vengeance towards me for leaving the clan I was in. I will not name it, because I don't know if its true or not. If it is then they are very petty and should be disbanded, if not then I'm sorry for bringing it up at all, but you can look at weapon loadouts and playing styles and recognize players, and these tactics seem all to familiar to me. Anyways... so no, I will never report another player. I just spent a few minutes looking for rules or guidelines for [R] and [X] characters and there are no official ones that I can find, so I guess I am wrong. [R] and [X] tagged players can do whatever they want without regard for anything. They may kill without impunity, and of course, doing so when the opponent is already engaged is a sure-win, so why not take the cheap shot? The server has so few rules actually, well, that I can read, there are no english rules for this server, just a link to instructions for installing the mod. That I assume I am out-of-place anyways. Like I said... I'll still stop in to say hi... but I'll not leave spacedock often... just pop in to say hello.
Edit: on #5, then there is no point to exploration, no reason for the 115 systems in the mod. on #2 (or 3) No... we are not discovery, but clan wars are obviously exempt, and the overkill rule is pointless because it forces the player to sit there and be killed over and over again, after having already lost any equipment they were caring. Space is Dangerous, that's why there are dozens of harassing patrols of npc's to try to nail you every time you jump. I've lost equipment this way before with no complaint. Oh... and as far as parking in New York... yeah... park your battleship in New york and see how many players beg you over and over again for money. I even had one guy beg me for cash, switch characters, beg again, then switch and beg on a third character. I swore I'd never park in New York again as long it shows player level (wealth) in the Player list. I'm all about helping out new folks, I got helped, but I'm not down for abuse of my generous spirit and new york is a breeding ground for that. New York, New Tokyo, New London, and New Berlin should all be PVP off systems to give more options for players camping banks and just hanging out. Sparta should be made dockable by anyone regardless of faction as well.. Stinks having a Nomad allied character and having to fly back from the Dydon Sphere after every death.
X and R rules have the Overkill rules, thats the fairplay rule that takes all the others u mentionned

This is my final ship loadout list. The RP-lite characters I have that I try to stay within the boundaries of with in-game factions. My home port is New Tokyo, so if I'm headed there, it's prolly to drop off equipment. Ask if you need anything, I'm an equal opportunity arms dealer ;) and I only charge for big-ticket items like nomad armor.
-The_Triax - This is My Battleship moored at New Tokyo, used for temp item storage, please ask if I am carrying before attacking... if not, fair game. If I am loaded, please be curteous, I give equipment out freely anyways so ask.. I may have something you like.
-Kittani - PVP - Good alignment - Open Target
-Ashitaka - PVE - Explorer/Mapper - not setup for pvp, really, so easy target and often looking at other screens and drawing maps, so.. if you attack I won't defend unless aranged duel with that ship.
-Solace - Unarmed trader - If you attack you'll win and I won't be out nearly as much money as I make... I'll just switch characters after you vaporize me. Pirates will always get tax from me on this one as the tax is less than the loss of goods.. but you gotta find me to tax me, just saying it in system without being on radar will be ignored. Firing before or after tax is paid means Kittani comes out and begins hunting, and Kittani IS set up for PVP.
-Sephiroth - PVP - Evil alignment - Open Target (and for hire!)
Of course these are requests only, obviously. Ashitaka I use for mapping and as a navigator for other players. If you see me on and want to know how to get somewhere, drop me a line. Ashitaka does not care about factions or clans.. he is neutral and has friends in a few clans, even ones that may be at war. He is my social character as well, so if you want to chat, do transfers, or whatever... drop me a line, but if I'm making a map I may not see it scroll by.

YUa know what... it just happened again... I come out a jumpgate... a bunch of nomad valkyries jump me and start hammering me hard... and a rogue cruises in and blows me away..

and if that punk rogue says I swore at him... I admit it.. I got so ticked I broke a good keyboard... just not worth it over a game and I can honestly say there's no way I can enjoy a server where little punks like that can run around disruptiung other people's gameplay and have it be condoned as a fun time for all.
If you can, tell -Sins- I had fun playing with him, at least, and the guys from REAVERS witht he battleship fight. It's a shame the server has no rules of engagement... be a pretty cool place if it did.
I appreciate your frustration - Im having serious lag issues myself at the moment - it realy does mess with the whole pvp thing. Its a tough nut to crack when this happens. Your accounts will drop after a time away so dont worry about that aspect of things. Sad that its come to this - the rules you list, whilst understandable wouldnt work here. What does work here that if he has stated "we will kill you till you leave" or words to that effect, means harrasment - and we dont stand for that here.
I hope you find somewhere more suitable to play - there is no point in playing somewhere if its just going to be a major Pain In the @ss for you. :(

ill drop my point of view in here and sorry its gonna be harsh.
When you log on the server it says [R]'s and [X] will try to tax/kill you.
It is a shooter server. If the NPC's are to hard search easier ones... Not all of them are uber equipped.
Before you go onto a mission load up on bots and bats.(Yes they are disliked here. But that doesn't mean its illegal to use them;) ) And watch what players there are in the system. Maybe you can be ahead of them.
If you got locked up somewere by someone, just switch characters. He will leave eventually. Join a clan for protection. Make some friends to help you out on stuff. The starting on here is hard. But will make you a good and strong player in the end.
Thanks for the good times I did have, Maybey when I can afford the new 100/20 connection I'll be able to use a few dozen of my servers to host an American mirror of the void server to benefit those here in North America that are having lag issues or something. Or maybey a pvp-lite version. It really is a good and beautifully detailed mod that deserves to be explored to it's fullest. That's just hard to do from 3000 miles of jittery internet lines between you and players running and gunning you down. I should have checked the distance and ping times from here to Germany before investing so much time in the server. I have 4 quakes and 4 full fighter setups of top notch gear that will be going to waste that I would like to give to Zeus, Sins, and That Guy if they need it. Not to mention one of the Reavers gave me 6 Prometheus guns that I'd like to get back to him.. My leaving shouldn;t be a waste of good gear for others. I'll pop in if ya'll tell me when you'll be on to claim the stuff. If ya don;t need it then take care and have fun.
