did you ever head of the openlancer?
Yes, some guys started this project and they are doing very well.
They are working on it for a while now.
They will not make a mod, they plan a game with open source.
Advanced features like:
-custom ships
-battleships
-dinamic economy etc.

this is actually old news but for some of the new people this is a cool idea. As you say the problem being that they need modders and coders to finish this project which doesn't look that promising that they are going to get. It would be nice but I think they're biting off more than they can chew.
