I had that same problem. One of the Admin was there and I asked him. Simply wait for the next Server Restart and then you can remake that character. Just log in with him this time XD

I've been having the same problem as well. One response I remember hearing is that "The missions were down for bug fixes and will be shortly back up." Don't know if that's accurate though.
